安全,这两个字在民航人心目中是特有份量的。是民航的文电、讲话中使用频率相当高的“甚高频”。从字面上讲,安全系指没有危险、不受威胁、不出事故。民航安全集中体现在航空器的飞行安全上。民航空中交通管理机构是直接的,甚至是唯一的为飞行中的民用航空器提供服务的, 是民航安全链条的重要环节。其宗旨是从空中交通管理的角度使飞行中的航空器没有危险,不受威胁,不出事故,可见,其安全责任是十分重大的。
