加强对干部特别是领导干部的监督工作,是坚持从严治党,从源头上遏制腐败现象,保持干部队伍纯洁性的一个重要手段。在长期的工作实践中,我们党创造和积累了许多加强干部监督的有效措施。这次在县以上领导班子和领导干部中开展的“三讲”教育,是我们党在新的历史条件下解决好自身问题的又一次创造性探索,为加强党的建设特别是推进干部监督工作提供了很多新鲜经验。“三讲”教育的成果,不仅体现在较好地解决了领导班子和领导干部党性党风方面存在的突出问题,而且也为我们从制度上、机制上更好地健全和完善干部监督工作开辟了新思路、提供了新方法。一、将阶段性的“开门三讲”转变为长期性的“开门监督”。自觉接受群众监督,是我们党的建设的一条宝贵经验。前些年,我们也一直强调干部要自觉接受群众监督,但那种监督往往是被动的,群众的意见大多是通过信访、举报等途径反映上来。由于渠道较窄,群众的监督作用很难有效发挥出来。这次的“开门三讲”,通过召开座谈会、发放征求意见表、设立意见箱、开设专线电话、民主评议、民主测评等多种方式,广开言路,使很多群众过去不敢说、不愿说、不好说、没有机会说的话都说出来了。许多群众反映,过去整风都是“领导有病、群众吃药”,这次开门搞“三
