不确定性是政府公共信息资源配置取得成功的巨大障碍。适应性管理是针对系统不确定性提出来的,是目前处理不确定性问题的主要有效模式。根据适应性管理研究与应用的现状,在分析政府公共信息资源配置不确定性问题的基础上,提出用适应性管理模式解决这类问题,构建政府公共信息资源适应性配置的体系结构,指出有待解决的关键问题,并为政府公共信息资源配置提供一种参考方法。
Uncertainty is a huge obstacle to the success of government public information resources allocation. Adaptive management is proposed for the system uncertainty and is the main effective mode to deal with the problem of uncertainty at present. According to the current situation of research and application of adaptive management, based on the analysis of the uncertainty of the allocation of government public information resources, this paper proposes to use adaptive management mode to solve such problems and to construct the architecture of adaptive allocation of government public information resources. Solve the key issues, and provide a reference method for the allocation of government public information resources.
