随着中国市场经济体制逐步确立与完善以及社会的发展 ,旧有的户籍制度的弊端也日益暴露 ,越来越不适应现实情况 ,户籍制度改革日益显得重要与迫切。随着农村人口尤其是农村劳动力流迁日益频繁 ,我国小城镇的蓬勃发展为我国户籍管理制度改革 (以下简称“户改”)创造了很好的契机。文章分析在全国户籍制度改革呼声日渐高涨的情况下小城镇户籍制度改革的做法与经验 ,进而引发对小城镇户籍制度改革的思考 :小城镇户籍制度改革的条件与方向是什么 ?它与农村城镇化的关系怎样 ?户籍制度改革究竟应该怎样改 ?
With the gradual establishment and improvement of China’s market economy system and the development of society, the drawbacks of the old household registration system have become increasingly exposed and more and more unsuitable to the realities. The reform of the household registration system is increasingly important and urgent. With the migration of rural population, especially rural labor, increasingly frequent, the vigorous development of small towns in our country has created a good opportunity for the reform of household registration management system in our country (hereinafter referred to as “household reform”). This article analyzes the practice and experience of the reform of the household registration system in small towns under the condition of the rising cries of the reform of the household registration system in the whole country and then initiates the reflection on the reform of the household registration system in small towns: what are the conditions and directions for the reform of the household registration system in small towns? How to reform the household registration system?
