城市交通拥堵是国际性难题,也是当前中国大中城市尤其是一线城市面临的共同课题。深圳经过多年发展,目前除少数新拓展区外,全市路网格局基本定型,路网规模基本稳定。但是近年来随着城市更新和土地开发强度不断提高,交通出行需求迅猛增长。交通供需矛盾不断激化,交通拥堵范围不断扩大,现有路网的交通承载力已经逼近极限。深圳市第五次党代会提出,到2015年,本市生产总值超过1.5万亿元,接近新加坡的总量水平。这意味着未来5年除原特区外,单位用地GDP产出要提高到现状的5.5倍,也意味着深圳未来的城市发展必须走复合开发、集约高效的道路,只有大运量、快速化、集约型的交通方式,才能适应高强度城市开发产生的交通需求,而集约型、大容量交通方式支撑尚未形成。如何依托轨道交通,整合公交各种方式,实现轨道和常规公交一体化服务,方便市民出行,是深圳面临的紧迫问题。在对城市与交通之间角色如何定位的思考与摸索中,深圳借鉴世界上发达都市的做法,选择公交都市这一模式,以交通引领城市发展的理念定位深圳未来的城市发展。公交都市成为新时期深圳发展的必然选择。
Traffic congestion in cities is an international problem, and it is also a common issue for large and medium-sized cities in China, especially the first-tier cities. After years of development in Shenzhen, with the exception of a few new expansion zones, the city’s road network is basically shaped and its road network is basically stable in scale. However, as urban renewal and land development intensity continue to increase in recent years, the demand for transportation and travel has increased rapidly. The contradiction between supply and demand has been intensified. The scope of traffic congestion has been expanding. The traffic capacity of the existing road network has approached the limit. The fifth congress of Shenzhen proposed that by 2015, the city’s GDP will exceed 1.5 trillion yuan, close to the total level of Singapore. This means that in the next five years, except for the original SAR, the output of land for unit use of land will have to increase 5.5 times of the current situation, which means that the future development of Shenzhen must go along a road of compound development and intensive and efficient operation. Only at a large capacity and at an accelerated pace, Intensive modes of transport can meet the transport needs of intensive urban development, while the support of intensive and large-capacity modes of transportation has not yet been formed. How to relying on rail transit, integrating various modes of public transportation, realizing the integrated services of rail transit and conventional public transportation, and facilitating public travel is an urgent issue for Shenzhen. In the thinking and exploration of how to position the role of the city and transportation, Shenzhen borrowed the practice of developed cities in the world and chose the mode of public transportation and urban transportation to locate the future urban development of Shenzhen with the concept of transportation leading the development of the city. Public transit city has become the inevitable choice for the development of Shenzhen in the new period.
