如果把WTO看作战略游戏,FTA就是一个战术游戏。它的关键,就是运用原产地规则及其下的原产地标准、直接运输规则,与伙伴国相互实行绝大部分产业的关税减让直至零关税。
If the WTO as a strategic game, FTA is a tactical game. Its key point is to use the rules of origin and the standards of origin under it to directly transport the rules and to implement the tariff concessions of most industries with partner countries until zero tariffs.
