1958年大跃进以来,我省农村小型水电站得到了迅速的发展。但是,由于气候寒冷,年内每年封冻期间一般有5个月以上,在此期间很多水电站不能用水发电,要靠油、煤发电。这样,不仅要有两套动力设备和消耗大量燃料,而且也增加了设备投资和提高了发电成本。如农村水力发电平均每度成本6分,而火力发电却平均每度2角4分。这是寒冷地区充分利用水力资源,进一步蓬勃发展农村水电中的重要问题。现在不少地方已开始寻求解决这一问题的途径。哈尔滨工业大学农村电气化工作组、省水利厅水利科学研究所与我处有关同志们先后在尚志县亚布力人民
