当前的经济全球化是资本引领的全球化,不同生产要素全球流动性的不对称导致不同生产要素收益不平衡,决定了全球化的内在矛盾和缺陷。走出全球化困境的出路不是放弃全球化,而是建设新型的全球化。指导全球化需要一种自由不越矩、宽容不放纵、开放与秩序兼容、效率与公平统一的新型开放观。新的开放观应当关注全球化进程中劳动与资本、动态与稳定、国家与民族、主流与多元、自由与规则、国家主权与全球治理、科学技术与人文精神的恰当关系。
The current economic globalization is capital-led globalization. Asymmetric global liquidity of different factors of production leads to imbalanced returns on different factors of production, which determine the inherent contradictions and shortcomings of globalization. The way out of the plight of globalization is not to abandon globalization, but to build a new type of globalization. To guide globalization requires a new type of open concept of freedom and freedom from over-handedness, tolerance and indulgence, openness and order compatibility, efficiency and fairness and unification. The new concept of opening up should pay attention to the appropriate relations between labor and capital, dynamics and stability, nations and nations, mainstream and pluralism, freedom and rule, state sovereignty and global governance, and the science, technology and humanities in the globalization process.
