为落实党中央、国务院关于加强技术创新,发展高科技,实现产业化的决定,发挥分配的杠杆作用,充分调动广大科技人员的积极性,使科技成果迅速转化为现实生产力,促进辽宁经济发展,依据《中华人民共和国科学技术进步法》、《中华人民共和国促进科技成果转化法》等有关法规,结合辽宁省实际情况,对技术要素参与收益分配提出如下意见。
In order to implement the decision of the CPC Central Committee and the State Council on strengthening technological innovation, developing high technology and realizing industrialization, exert the leverage of distribution, fully mobilize the enthusiasm of vast numbers of scientific and technological personnel, rapidly transform scientific and technological achievements into actual productive forces and promote economic development in Liaoning on the basis of Law of the People’s Republic of China on the Promotion of Science and Technology, Law of the People’s Republic of China on the Promotion of the Transformation of Scientific and Technological Achievements and other relevant laws and regulations, and in light of the actual situation in Liaoning Province, put forward the following opinions on the participation of technology elements in the distribution of income.
