电力工业是我国最重要的基础产业之一,充足可靠的电力供应是国民经济和社会发展的基础。美国2005年卡特里娜飓风和我国2008年雨雪冰冻灾害都曾造成大面积停电事故,电网安全运行、电力可靠供应越来越成为业内和社会高度关注的安全事件。从2008年开始,各级电网公司为了应对电力应急事件和完善相应的应急体系,陆续建设电网应急指挥系统。但是如何确保电力应急过程中信息共享、协同调度、统一指挥的高效性和准确性,一直是各级电网公司研究的一个重要方向。现分析电力应急过程中信息共享和协同指挥的具体需求,并提出相应的解决方案。
The power industry is one of the most important basic industries in our country. Adequate and reliable power supply is the foundation of the national economy and social development. The U.S. Hurricane Katrina in 2005 and the freezing snow and ice disasters in China in 2008 all caused widespread power outages. The safe operation of the power grid and the reliable supply of power have increasingly become the security incidents of great concern to the industry and society. Starting from 2008, power grid companies at all levels have successively established emergency command systems for power grids in response to emergencies and improved emergency response systems. However, how to ensure the efficiency and accuracy of information sharing, coordinated scheduling and unified command during the emergency of power has always been an important direction for the research of power grid companies at all levels. Now analyze the specific needs of information sharing and collaborative command in the process of power emergency and put forward the corresponding solutions.
