It is reported that a considerable proportion of the more than 5,800 independent scientific research institutions in the country are unsustainable in scientific research and face the crisis of survival for 1.05 million practitioners. About 57% of the research institutes do not engage in R & D activities or basically do not engage in R & D activities.
