构建区域创新体系,是我国“十一五”规划确立的一项重要战略任务。完善而又充满活力的创新体系,可以最大限度地提高创新效率,降低创新成本,使创新所需的各种资源得到有效的整合和利用,各种知识和信息得到合理的配置和使用,各种服务得到及时全面的供应。因此,构建区域创新体系,是提升我国综合竞争力的前提和基础。
Building an innovation system in the region is an important strategic task established in the “Eleventh Five-Year Plan” of our country. Perfect and dynamic innovation system, can maximize the efficiency of innovation, reduce the cost of innovation, so that all kinds of resources needed for innovation are effectively integrated and utilized, all kinds of knowledge and information are properly configured and used, and various Services are timely and comprehensive supply. Therefore, building a regional innovation system is the prerequisite and basis for enhancing China's overall competitiveness.
