在行业销售利润率为工业全行业中垫底、景气度大幅降低的背景下,钢铁业大规模兼并重组已势在必行。继《钢铁行业“十二五”规划》之后,工信部针对钢铁行业兼并重组进行的第一个具体指导性文件《促进钢铁企业兼并重组指导意见》(以下简称《意见》)草案现已完成,目前正处于部内相关司局会签阶段,预计2012年内有望正式公布。
