目前,各地乡镇纷纷集资兴办企业,这是个好现象,但是也有一些值得注意的问题。一、集资形式的选择。我区乡镇企业目前已集资两千余万元。主要采用联营企业招股,职工带资进厂,委托农行发行集资券等三种形式,对规模较小的村办、户办联营企业,一般采取职工带资进厂和招股两种形式,这种形式一开始就将职工利益与企业利益紧紧拴在一起,有助于发挥双方的积极性。对规模较大的乡镇企业,多采取委托银行代发集资券的形式,这种形式,职工与企业的利害关系不如前者明显。加上债券利息较高,稍有不妥,就会给企业带来重负。因此,特别应注意可行性研究,切不可贪大求全,急功近利。
