党的第十八届三中全会吹响了新一轮改革发展的号角,位于贵州省东北部梵净山东麓,地处湘、黔、渝两省一市结合部的松桃苗族自治县,和全国各地一样,全县上下开始了新一轮关于深化改革,抢抓机遇、加快发展的决策部署,按照铜仁市委、市政府的要求,松桃县委、县政府在坚持“优化环境、塑造形象;融入湘渝、扩大开放;整合资源、讲求实效;抢抓机遇、建设小康”的发展战略的基础上,进一步提出了“环境立县、产业富县、城镇兴县、民生和县、人才强县”的发展思路以及加速推进“工业化、城镇化、农业现代化、文化旅游产业化、社会和谐化”同步发展(松桃简称为“五县五化”发展思路)。
