介绍了日本森林组合历史沿革、基本特点、组织和管理系统、运行机制、最新发展动向。认为日本在森林组合的发展经验在6个方面对我国林业合作组织的建立和完善有借鉴作用:制定法律法规,保障合作组织规范化运营;及时出台扶植政策,引导发展方向;理顺各方关系,构建高效的管理体制;明确森林组合的公益性质,增强持续培育森林的能力;提高合作组织的素质,强化微观活力;扩大就业,稳定林业人员队伍。
The historical evolution, basic characteristics, organization and management system, operation mechanism and latest development trend of Japan’s forest assemblage are introduced. He believed that Japan’s experience in the development of the forest portfolio can make reference to the establishment and improvement of China’s forestry cooperation organization in six aspects: formulating laws and regulations and guaranteeing the normalized operation of cooperative organizations; promptly introducing policies to support and guide the development; straightening out the relations among all parties, Establish an efficient management system; clarify the public welfare nature of forest groups, enhance their ability to continuously cultivate forests; improve the quality of cooperative organizations and enhance the micro-vitality; expand employment and stabilize the ranks of forestry personnel.
