南阳市有1100万人口,是河南省面积最大、人口最多的省辖市,人多事多,相伴而来的信访问题也随之增多,信访稳定工作任重道远。面对特殊的信访形势,南阳市委、市政府高度重视,着力从体制机制上探索用群众工作统揽信访工作的方法和路子,取得了显著成效,实现了由量变到质变,营造了良好的信访稳定环境,为创造开放富裕魅力和谐新南阳奠定了坚实的基础。
