In March 1985, Wuhan Chemical Machinery Plant and Wuhan Low-voltage Bulb Factory signed a lease operation contract with their competent authorities. Since then, over 30 small and medium-sized state-owned industrial enterprises in Wuhan have implemented leasing operations and generally achieved better results. The recovery of a company Wuhan Gold Pen Factory provides us with a typical example. Wuhan Gold Pen Factory is a small factory with more than 400 employees and more than 1 million yuan in fixed assets (net value). It has an annual output of 6 million fountain pens. Since 1981, the national fountain pen has shifted from the seller’s market to the buyer’s market. Under this circumstance, the factory began to implement sales contracts in 1983, although the salesman’s cauldron was removed.
