广州市人大常委会从2005年开始探索与财政国库支付系统的实时在线连接,为开展人大预算联网监督积累了经验。2014年以来,市人大常委会认真贯彻落实张德江委员长的重要指示精神和全国人大、广东省人大的部署,根据预算法等法律法规的要求,结合实际大力推进预算联网监督系统建设。市委、市政府及有关部门大力支持配合系统建设,为该项工作的有效推进提供了强有力的支撑。
From 2005, Guangzhou Municipal People’s Congress Standing Committee has explored real-time online connection with the financial treasury payment system, accumulating experience for conducting NPC budget supervision. Since 2014, the Municipal People’s Congress Standing Committee conscientiously implemented the important instructions of Chairman Zhang Dejiang and the arrangements for the NPC and the Guangdong Provincial People’s Congress. In accordance with the requirements of the laws and regulations such as the budget law, the Municipal People’s Congress Standing Committee vigorously promoted the construction of a budget monitoring system for the budget. The municipal government and relevant departments strongly support the construction of the system and provide strong support for the effective promotion of this work.
