改革开放30年来,伴随着经济转轨和社会转型,我国实现了发展阶段的历史性跨越,由生存型社会开始步入发展型社会。新时期新阶段,“生存性问题”的压力减弱,“发展性问题”的压力凸显。这不仅要求尽快转变经济发展方式,应对资源环境对经济增长的挑战;而且要求加快建立惠及13亿人的基本公共服务体制,逐步实现基本公共服务均等化,以应对全社会基本公共服务需求全面快速增长的挑战。
