The Third Plenary Session of the 18th Central Committee of the Party made the “Decision on Several Important Issues of Deepening the Reform in an All-round Way,” and made systematic arrangements for the overall deepening of the reform. The Decision states: To strengthen the system of restricting and supervising the operation of power, insisting that people should supervise and control their power through the system and control the power to run in the sunshine is the fundamental solution to shutting power into the cage of the system. Administrative management system in the political system, economic system and the combination of social system, is an important part of deepening the reform. The decentralization of power is a breakthrough in pushing forward the reform of the administrative system and promoting the transformation of government functions. It is also an urgent requirement for the new Central Government to stabilize growth, control inflation and prevent risks in the current situation, and maintain a sustained and healthy economic development.
