The Policy Guarantees of College—Enterprise Cooperation

  In recent years, in order to fully implement quality education and cultivate new-type talents, teachers of mechanical engineering should attach enough importance to the teaching model in their teaching. The education departments should strengthen supervision and guidance of the education quality in the college-enterprise cooperation, in addition, schools and enterprises should develop the convenient operation to have the evaluation criteria and evaluation methods of the college-enterprise cooperation education quality, and ensure the quality control work about college-enterprise cooperation. It is necessary that carry on the policy-oriented financial subsidies for each student to reduce the funding pressures of universities and enterprises, which can develop cooperative education when the occasion should arise. The government should guide the establishment of local and regional college-enterprise cooperation platform for the exchange of information.
  Colleges and universities support to cultivate outstanding engineers for college-enterprise cooperation. The universities should strengthen the scientific research of personnel training by the college-enterprise cooperation, and explore the establishment of cost-sharing mechanisms for personnel training in college-enterprise cooperation, which have the consensus with business to reduce concerns of the enterprises to participate in personnel training. The universities should establish cooperation program with the enterprises, which can guide and encourage enterprises to actively carry out wider and deeper cooperation in personnel training by putting research funding into some of these projects. When the universities choose the enterprises to have a cooperation, they must to pay attention to the enterprises that have the large-scale, advanced technology and good standard to establish practical teaching base in the outside the schools.
  At present, many university teachers, especially young teachers unwilling to participate in the project in the implementation process of the excellent program. The main reason is that most universities still pay attention to the regard the research projects and papers as the main basis for assessment, and there are few people have the position in the enterprise. To reverse this unfavorable situation, the university should give the teachers the appraisal report and reward, and regard the situation of teachers’ work in the enterprises as one of the prerequisites for promotion senior. At the same time, the businesses have some concerns in a lot of college-enterprise cooperation, the main reason of that is merely spread out its surface in the cooperation between schools and enterprises. In addition, in order to encourage more and more students to participate excellence program, universities and companies can jointly set up college-enterprise cooperation education scholarship awards, which can award the outstanding students during the process of the college-enterprise cooperation education. The schools and the enterprises can also be awarded the certificates for the students who participate in the college-enterprise cooperation to provide a good testimonial for college students in the future work. National also should introduce a lot of rules and regulations to prevent the enterprises to have violation of the legitimate rights and interests for the students in the name of college-enterprise cooperation education.
  The cultivation of outstanding engineers can not leave the close cooperation between the two sides. Schools and enterprises have the complementary, and demands for economic interests of business can achieve through cooperation with universities. In addition, the colleges and universities can cultivate talents by working in the companies. Both schools and enterprises should be based on the clear mandate of the “benefit equally” as a precondition. They must to work together, and try to cultivate more outstanding engineers.
