大型公共建筑能耗统计与分析平台的建立是建筑节能工作开展的基础。搭建这样的平台的初投资为大型公建年运行能耗费用的2%～3%,平台的运行管理费用不到大型公建年运行能耗费用的万分之一。通过这个平台促进了节能运行和节能管理,在不增加任何其它初投资的前提下可以降低运行能耗5%～10%。通过这一平台促成建筑节能改造和节能运行后还可以产生10%～20%的节能效果。
