第一章总则第一条为贯彻实施《村民委员会组织法》,加强民主政治建设,保证村民实现自我管理、自我教育、自我服务,调动村民建设社会主义新农村的积极性,促进物质文明和精神文明建设,特制定本章程。第二条本章程依据《村民委员会组织法》及其他国家有关法律法规,联系本村实际,经全体村民反复讨论修改,民主制定。第三条本村实行村民自治,是在党的现行政策和国家法律规定的范围内,在党总支的领导下,由村民委员会具体组织管理本村的政治、经济、文化及其他社会事务。
