洮儿河为嫩江一级支流，流域面积３３０７０ｋｍ２，察尔森水库是洮儿河上唯一的控制性骨干工程．目前，洮儿河防洪工程存在的问题：一是察尔森水库水情自动测报系统及对外通讯工作还不能满足实际工作的需要；二是应尽快提高洮儿河堤防的行洪能力；三是水库下游引水枢纽及跨河桥梁的防洪安全有待解决、对策是洮儿河防洪工程体系的建设要按照“蓄泄兼顾，上、中、下统一治理，工程措施与非工程措施相结合”的原则进行．河道整治、堤防加固、水库和分滞洪区的建设要相互配套，以发挥防洪工程体系的总体效益．
