4月10日,改革开放以来国内电子信息行业最大外商投资项目——韩国三星电子一期投资70亿美元的存储芯片项目正式落户西安高新区。这是三星电子海外投资历史上投资规模最大的项目,也是韩国三星电子继1996年进入美国奥斯汀之后第二次在海外建立半导体生产工厂。有消息称,西安给出的财政和行政支持主要包括:财政补贴对投资额进行30%的补贴;项目所需130万平方米厂房由西安方面代建并和土地同时免费提供;每年补贴水、电、绿化、物流费用5亿元;对所得税征收进行前十年全免后十年半额征收。同时,西安市还承诺,将为项目修建高速公路和地铁等交通基础设施。按照上述政策,有媒体计算,西安为三星项目付出至少2000亿元。或许2000亿的算法有些夸大,但舆论普遍认为,三星之所以选择“最初不在名单之列的西安”是与其“巨额补贴”有关系的。而西安高新区则是寄希望于以三星项目为龙头所形成的产业链和产业集群。当地估算,随着三星项目的落户,将有160余家配套企业相继落户西安高新区,将直接或间接增加万余个就业岗位。从企业的角度来讲,在海外投资时,在考虑人力资源、生产成本、物流的同时,也希望当地政府能够在政策上给予优惠,从而为其获得更高利润加上砝码。作为当地政府来讲,给予规模较大、具有辐射效应的投资企业一定的政策优惠无可厚非;然而,这种优惠应该在国内法规、国际贸易规定,以及舆论能够承受的范围以内,否则则可能会事与愿违。如何寻找平衡点,这恐怕是对当地政府在引导经济发展思路上的智慧考量。
