【相关链接】林权改革出台新政2008年7月14日,新华社受权全文播发了《中共中央国务院关于全面推进集体林权制度改革的意见》。《意见》指出,将用5年左右时间基本完成明晰产权、承包到户的改革任务。在坚持集体林地所有权不变的前提下,依法将林地承包经营权和林木经营权,通过家庭承包方式落实到本集体经济组织的农户,确立农民作为林地承包经营权人的主体地位。林地的承包期为70年,承包期满,可以按照国家有关规定继续承包。《意见》还提出,要完善林木采伐管理机制,规范林地、林木流转,推进林业投融资改革。
On July 14, 2008, Xinhua News Agency authorized the full text to broadcast the Opinions of CPC Central Committee and State Council on Promoting the Reform of Collective Forest Right System. The “Opinions” pointed out that it will basically complete the task of reforming property rights and contracting household units in about five years. Under the premise of maintaining the ownership of collective forestland, the contractual management rights of forestland and tree management rights shall be implemented to the farmers of the collective economic organizations through family contract, and the peasants shall be established as the dominant position of the contracted management of forestland. The contractual period of forest land is 70 years. When the contract expires, it can continue to contract according to the relevant state regulations. The Opinions also put forward that it is necessary to improve the management mechanism of tree harvesting, regulate the transfer of forest land and trees, and promote the reform of forestry investment and financing.
