金融危机以来,我国及时地调整了宏观政策取向,实施积极的财政政策和适度宽松的货币政策。地方政府也同时出台配套措施,有效遏制了经济增长下滑的态势,经济运行中的积极因素不断增多。从地方财政运行来看,财政运行呈现出渐趋平稳的态势,财政收入平稳较快增长,各项支出重点得到有力保证。本文分析了金融危机后地方财政面临的新问题,并从实践的角度,探讨了如何推进地方财政科学发展的对策措施。
Since the financial crisis, China has promptly adjusted its macroeconomic policy orientation and implemented a proactive fiscal policy and a moderately easy monetary policy. Local governments also introduced supporting measures to curb the downturn in economic growth effectively, and the positive factors in the economic operation are constantly increasing. From the perspective of the operation of local finance, the financial operation has shown a gradual and steady trend with steady and rapid growth of fiscal revenue and strong emphasis on various expenditures. This article analyzes the new problems the local finance faces after the financial crisis and probes into the countermeasures to promote the scientific development of the local finance from a practical point of view.
