少先队中队是少先队组织的基本单位,一般以学校中的教学班为基础。少先队的许多工作都要通过中队来贯彻实施。中队工作不仅能够充分体现少先队组织的教育功能,而且是实现少先队教育重心下移的重要载体。多年以来,中队辅导受往往由班主任来兼任,但在实践中常出现以下两方面的倾向:一是因一身二任,既是学校负责管理学生工作的班主任,同时又要做孩子们的亲密朋友和指导者——中队辅导员,在实际工作过程中不自觉地沿用班主任的工作方式从事中队辅导员工作;二是中队与班级一个群体两个机构,把班级建设当作中队建设。中队辅导员与班主任在角色、职责和工作方式等方面确实存在区别:班主任是班级教育教学的管理者,辅导员是少先队组织中的指导者;班主任要自上而下地完成学校行政领导布置的各项任务,辅导员则要通过少先队组织,自下而上地引导少先队员开展自我教育。班主任与辅导员的双重身份集于一身,一方面能使其在与学生(队员)形成双重关系的同时,将少先队工作与教育教学管理有机结合,从而扩大相互的工作领域,完善工作方珐和途径,强化自身地位和作用,促进教育综合质量的提高;另一方面也会使学生(队员)模糊管理与引导的区别,减弱师生相互之间的平等交流,增加任职教师的工作量和工作过程中对角色把握的难度。那么,如何解决这一现实问题,实现第五次全国少代会上强调的加强和改进少先队自身建设,活跃基层少先队组织,更好地服务少先队员的工作目标呢?北京市海淀区今典小学近两年做出了积极的探索。
