如何从战略上调整国有经济布局和从整体上搞好国有企业?学习《决定》的体会是:首先,必须树立辩证的国有经济发展战略观,正确认识国有经济“有所为有所不为”的关系;其次要将国有企业改组与产业结构调整结合起来,为此就如何实施两个调整相结合提出一些建议;再次要把资产重组与管理创新、技术创新、制度改革等结合起来,采取合适的、有效的国有经济战略性调整方式;第四,必须明确主体,维护产权,正确处理人们在调整过程中的利益关系,充分调动各部分人的积极性。
How to readjust the layout of the state-owned economy from a strategic point of view and improve the state-owned enterprises as a whole? The experience of learning “decisions” is: First, we must establish a dialectical strategic concept of state-owned economic development and correctly understand the state-owned economy. Secondly, it is necessary to combine the reorganization of state-owned enterprises with the readjustment of industrial structure, and put forward some suggestions on how to implement the combination of the two adjustments. Thirdly, we should combine reorganization of assets with management innovation, technological innovation and institutional reform, Fourth, we must clarify the main body, safeguard property rights, correctly handle the people’s interest relations during the adjustment process, and fully mobilize the enthusiasm of all people.
