2015年3月19日,中国人民银行发布了《黄金及黄金制品进出口管理办法》(下称“管理办法”),为规范中国黄金及黄金制品进出口行为提供了首个法律性文件。管理办法由中国人民银行和海关总署制定,将于2015年4月1日起实施。管理办法明确了中国人民银行对黄金及黄金制品进出口实行准许证制度,中国人民银行根据国家宏观经济调控需求,可以对黄金及黄金制品进出口的数量进行限制性审批。管理办法指出,中国人民银行会同海关总署制定、调整并公布《黄金及黄金制品进出口管理商品目录》。列入该目录的黄金
On March 19, 2015, the People’s Bank of China released the Measures for the Administration of the Import and Export of Gold and Gold Products (hereinafter referred to as the “Administrative Measures”), providing the first legal document for regulating the import and export of gold and gold products in China . The Administrative Measures shall be formulated by the People’s Bank of China and the General Administration of Customs and shall come into effect on April 1, 2015. The People’s Bank of China defines the permit system for the import and export of gold and gold products under the Administrative Measures. The People’s Bank of China may restrict the import and export volume of gold and gold products according to the requirements of the state’s macroeconomic regulation and control.
