自1985年4月1日专利法实施以来,湖南省专利管理局一直十分重视专利实施工作。早在1986年就提出了“一手抓申请、一手抓实施”的工作方针。从而,使湖南省的专利实施,取得显了显著成效,调查统计结果表明,专利实施率达40.4％左右,并具有可观的经济效益和社会效益。到1989年底,据对3351件专利(含申请)项目的调查统计,已实施的为1399项,实施率为41.4％,新增产值298414万元,新增利税40211万元,创汇1569
Since the implementation of the Patent Law on April 1, 1985, the Patent Administration of Hunan Province has always attached great importance to the implementation of the patent. As early as 1986, the working principle of “applying for one hand and implementing the other hand” was put forward.
