区域经济一体化是区域经济发展的趋势,回顾我国区域发展战略过程,地方政府区域发展战略发展规划的话语权逐步增大,发展战略内容日益多维,市场力量逐渐主导运行机制,具有明显的变化。目前我国正在推进的区域协调发展战略还存在制度创新让位于政策优惠、区域发展战略碎片化严重、发展战略对解决区域非协调发展因素不力、区域发展战略过于追求效率目标等问题。借鉴发达国家区域经济一体化发展经验,应从国家层面规划区域经济一体化发展战略,将公平协调作为未来区域发展战略的重要内容,完善相关法律制度环境,形成区域经济一体化战略实施合力,加速推进区域经济一体化进程。
Regional economic integration is the trend of regional economic development. Recalling the process of regional development strategy in our country, the discourse power of regional development strategic planning of local governments is gradually increasing. The content of development strategy is increasingly multidimensional, and the market forces gradually dominate the operational mechanism with obvious changes. At present, there are still some problems in our country’s coordinated regional development strategy such as preferential policies, fragmented regional development strategies, ineffective development strategies for resolving the problem of non-coordinated regional development, and excessive development goals for regional development strategies. Drawing on the experience of developed countries for regional economic integration, we should plan the strategy of regional economic integration at the national level, regard fair coordination as an important part of the future regional development strategy, improve the environment of the relevant legal systems and form a joint force of regional economic integration strategies, Regional economic integration process.
