2011年4月30日北京出台的“国十条实施细则”中明确提出“限购令”从5月1日起,北京家庭只能新购一套商品房,购房人在购买房屋时,还需要如实填写一份《家庭成员情况申报表》,如果被发现提供虚假信息骗购住房的,将不予办理房产证。这是在全国范围内首次提出的家庭购房套数“限购令”。“限购令”限制了受限城市本市户籍居民家庭(含部分家庭成员为本市户籍居民的家庭),限购两套住房;对于能够提供在本市1年以上纳税证明或社会保险缴纳证明的非本市户籍居民家庭,限购1套住房。暂停在本市拥有2套以上(含2套)住房的本市户籍居民家庭、拥有1套以上(含1套)住房的非本市户籍居民家庭、无法提供在本市1年以上纳税证明或社会保险缴纳证明的非本市户籍居民在本市购房。对境外机构和个人购房,严格按照有关政策执行。“限购令”的出台是为了:中国的房地产调控政策,应该遵循的原则是对市场干预最少、符合行业发展规律从而有利于长期稳定发展的政策体系。为此,在加强住房保障之外,在中心城市应长期实施商品住宅限购,彻底遏制投机和过度投资,同时取消一些现有非市场化的调控措施,可以确保行业长期平稳健康发展。就在这一轮房地产调控中,很多城市都出台了限制外来人口购房的政策,比如,缴纳社保和个税达不到一定年限的外来人口,将被限制在本地购房。然而即使是“限购令”的出台也无法阻止开发商“前进的步伐”。近日,本刊接到一位陈姓消费者关于华润(集团)有限公司开发存在违法违规销售行为的投诉。
