本文着重考察了近１０年来美国老牌的钢铁联合企业跟外国（尤其是日本）的竞争对手携手建立合资企业的动因与效果。这种合作不仅使美国企业得以从合作伙伴那儿融入资金，而且使美国企业的技术水平和管理水平得以提高，同时还为美国钢铁工业的下游行业提供了高质量的钢铁产品。我国重返关贸总协定将给钢铁工业的发展带来新的机遇和挑战。借鉴国际合作战略经验，建立较大规模的生产高档次钢材的合资企业，不仅有利于我们迎接上述挑战，而且还可以推动我国整个钢铁工业加速发展。
This article examines in detail the motivations and effects of establishing joint ventures between US veteran steel conglomerates and their foreign counterparts (especially in Japan) over the past 10 years. This cooperation not only enables U.S. companies to integrate their funds with their partners but also enhances the technical and management skills of U.S. businesses while providing high-quality steel products for the downstream industries in the U.S. steel industry. China’s return to GATT will bring new opportunities and challenges to the development of the steel industry. Learning from the experience of international cooperation strategy and establishing a large-scale joint venture producing high-grade steel will not only help us to meet the above challenges, but also accelerate the accelerated development of the entire steel industry in our country.
