0年代,甘肃省决定实施引洮灌溉工程,其中以在洮河九甸峡修建水库、防洪发电并自流引洮到干旱地区为最优方案。该工程地域辽阔,地层岩性及地质构造极为复杂,工程引水线路长,选择了以隧洞为主体、以明渠和渡槽相连接的线路方案。总干渠引水线路长185.63km、隧洞41座、渡槽19座、暗渠16座、明渠总长17.01km。引洮工程施工条件复杂,投资巨大,应精心设计,精心施工,以期尽快收到良好的社会效益和经济效益。
