“八五”期间,首都北京的治安形势可以用两句话概括:第一句是基本稳定。与“七五”期间相比,发案没有出现大起大落,年均立案1.6、7万起,群众的安全感有所增强。第二句话是治安形势仍相当严峻。表现在:重大案件近三年以10%的幅度上升;严重暴力犯罪特别是持枪犯罪上升势头猛,外来人员犯罪日渐突出,本市查获的违法犯罪人员中近一半是外地人;团伙作案越来越严重,并向职业化发展,社会治安出现复杂情况。面对复杂的斗争形势,我们认真贯彻落实公安部、市委和市局领导的指示,在完成各项保卫工作的同时,积极开展打击刑事犯罪的斗争,取得一定的成效,破案数量逐年提高。据统计,1991年至1995年11月共破获各类刑事案件58282起,其中重、特大案件23313起。年均破获各类刑事案件11800余起,其中大案4800余起,分别比“七五”期间多破4219起和2309起,上升56.1%和1倍。“八五”期间通过破案共抓获各类违法犯罪分子5.5万名,摧毁犯罪团伙7500余个,涉及成员2.5万余名,
During the “85” period, the law and order situation in the capital Beijing can be summed up in two sentences: The first sentence is basically stable. Averaged over 11,800 criminal cases of various types were cracked each year, of which 4800 were large-scale cases, an increase of 56.1% and 1 times respectively over the number of 4,219 cases and 2,309 cases over the “75” period. During the 85th Five-Year Plan period, 55,000 criminal criminals of various kinds were arrested and cracked, over 7,500 criminal gangs were destroyed, involving more than 25,000 members.
