二期围堰由上游横向围堰和下游横向围堰组成，其中上横围堰长1375．94m，堰顶高程88.5m；下横围堰长1075．94m，堰顶高程81.5m。分为试验段、预进占段、河床段三个阶段施工。施工分水下抛填、陆上填筑、堰体风化沙振冲加密和防渗墙施工。预进占施工自1996年10月30日开始，至1997年7月初，累计完成土石方填筑194．58万m3，振冲加密5761m，平抛垫底84．64万m3，防渗墙成槽6500m2，达到了预期目标。
