(一)前言1958年6月间,包鋼水源工地提出了供給長期预报的这項要求,但是提的还不够明确,因此在制作预报前,特地到現場作了二次訪問,經介紹发現工程的安排,主要是根据了昭君坟1954～1957年的水位流量过程綫的变化情况而确定的。原計划认为:該地区年最大流量多发生在七月,过了八月以后就不会有大水了,因此把主要工程放在9月份里,安全施工水位估計为1008.5公尺。因为沒有考虑更多的資料,这个安排和計划显然很不合理。根据包头站23年資料統計,年最大流量发生在九月份的計有9次,发生在八月份
