1991年第4期《煤炭经济研究》发表了欧熙志同志“对个体煤矿的异议”(以下简称“对”文)一文,我有几点不同的看法。第一,关于个体煤矿的概念问题。“对”文中作者引用宪法的有关条款证明“农民自愿联合集资办矿,拟应属于集体经济,而不应将其划入个体经济范畴。”我认为个体煤矿是存在的,大可不必去澄清“概念”问题。个体经济只要在法律规定的范围内,国家是给予保护的。
