利用高新技术改造传统工业,是一项系统工程。各级政府和主管部门,应将其作为一项全局性的长期战略任务,并强化组织协调功能,制订好规划,有计划、有步骤地加以实施。1.突出重点,选准结合部和突破口。各行业应当根据技术、资金、企业素质等条件,坚持以市场需求为导向,经过反复比较、反复筛选,选准高新技术与传统工业的结合部,选准技术和工艺的突破口。选择的高新技术必须是先进、成熟、可靠的技术,选择的产品,必须具有广阔的市场前景,选择的企业必须具有较高的素质。同时,要注重企业间的配套、上下游产品的衔接,优化技术结构,消除技术改造中的“瓶颈”环节,形成技术改造的整体效益。
The use of high technology to transform traditional industries is a systematic project.
