法制建设是衡量一个地区整体发展综合实力的重要组成部分,良法善治即实现城市管理法制化,确保城乡居民合法权利,筑牢国家法治根基。湛江是广东省首批获得地方立法权的城市,湛江市人民代表大会及其常委会作为法制建设的主导者,今后应如何创新和完善湛江地方立法权制度,科学合理地布局地方立法权制度建设,实现“立良法、促善治”的根本目标,是湛江市人大及其常委会要思考的关键性问题。
The construction of the legal system is an important part of measuring the overall strength of development in a region as a whole. Good governance leads to the legalization of urban management, ensuring the legitimate rights of urban and rural residents and building a solid foundation for state law. Zhanjiang is the first city in Guangdong Province to obtain local legislative power. Zhanjiang Municipal People’s Congress and its Standing Committee, as the leader of the legal system construction, should innovate and improve the system of local legislative power in Zhanjiang in the future and scientifically and reasonably lay a foundation for the establishment of local legislative power system And realize the fundamental goal of “establishing good laws and promoting good governance” is the key issue to be considered by Zhanjiang Municipal People’s Congress and its standing committee.
