在测量工作中,为了保证达到规定的精度,避免测量误差的不良影响或积累传播,而采用由整体到局部的测量原则。即是先建立控制网,再以控制网为基础进行碎部测量。平面控制是测定控制点的平面位置,作为确定测区內所有各点平面位置的依据。隧道地表平面控制测量是在线路方案最终定案后施工准备阶段进行的一项重要工作。由于线路定测的精度低,不能滿足较长隧道贯通的要求,而需在此基础上进行精度较高、方法较严密的地表控制测量,最终求定隧道长度和各洞(井)口设计
