一、随着社会主义建设事业的飞跃前进,我省的体育运动在各地都有了很大发展,特别是群众性体育运动已开始逐步走向普及和经常化。在这种情况下,进一步加强对体育工作的具体领导,以改善人民健康状况,增强人民体质,更好地为生产和国防服务,就显得十分必要。目前,全省有71个县(市)巳成立了体委机构,有的且配备了专职干部,因而对县体育运动的开展起了很大的推动作用。但其中有些县体委因缺乏具体领导或放松业务管理,致使这些地区的体育活动呈现瘫痪不振状态。有的甚且拟撤销原已成立的县体委机构。为了改变这种情况,提出成立或健全县体委机构和进一步明确县体委 First, with the leap forward in the cause of socialist construction, sports in our province have made great strides in various places.
