实施重大人才工程是做好人才工作的重要抓手,人才评价是重大人才工程实施的关键环节和突出难题。宁波在实施重大人才工程过程中,围绕突出分类评审、实绩评价和量化趋势,在发展评价服务外包,推进评价主体、评价方法多元化等方面进行了积极探索,取得了明显成效,但也面临着评价内容“六轻六重”、评价标准模糊单一、评价配套支撑不力等难题。要破解这些难题,就必须建立更加细化的人才分类评价标准,创新人才评价体制机制和手段方法,大力培育发展专业化、市场化、国际化的人才评价机构,并不断加强党委、政府人才工作部门人才评价服务能力建设。
