文章分析了制约打击犯罪机制建设的原因,即认识偏差,决策滞后;刑事立案制度的弊端,使打击犯罪失之于宽;警务保障无法可依,打击机制严重弱化;技术装备落后,打击犯罪的科技含量低。文章提出,强化打击犯罪机制建设应实行严厉与严密并重的刑事政策;要改革刑事立案制度;调整警务结构,优化配置,制定警务保障法规;以科技强警,提高打击犯罪的质量和效率;积极拓展群众参与社会治安的有效途径。
The article analyzes the reasons that restrict the construction of crackdown crime mechanism, that is, the deviation of cognition and the lagging of decision-making. The malpractice of criminal filing system makes the crackdown of crime wide, the protection of policing can not be controlled and the crackdown mechanism is severely weakened. The scientific and technological content is low.
