欧盟委员会发布的《欧洲未来白皮书》以维护欧盟统一为出发点,提出从“仅拥有单一市场”到“欧洲全面一体化”的未来发展5种情景。《白皮书》中所描述的情景对欧盟可能产生的影响各异,在内部政治方面以同向取代同速,在经济方面维持单一市场,成员国外交态度可能出现分化。对中国可能产生的影响包括:与欧盟交流协调难度增大,对不同类型外贸机构会产生不同影响,推进“一带一路”建设须提前谋划应对欧盟变化。
The European Commission’s White Paper on the Future of Europe, with the goal of safeguarding the EU’s unity, proposes five scenarios for the future development from the “single market-only” to the “European all-round integration.” The scenario described in the “White Paper” may have different effects on the EU. In the internal politics, it will replace the same speed in the same direction and maintain a single market economically. The diplomatic attitude of member countries may diverge. Possible impacts on China include: increased difficulty in communication and coordination with the EU, different impacts on different types of foreign trade agencies, and promotion of “one belt, one road and one road” construction, we must plan ahead to cope with changes in the EU.
