一项主题为“孩子·明天·责任”的“保护明天行动”于1994年初开始实施。这项“行动”以宣传贯彻《未成年人保护法》为重点,通过开展一系列活动,增强社会各方面和广大公民依法保护未成年人的责任感,动员社会各方面力量为未成年人健康成长办实事。全国人大内务司法委员会与中共中央宣传部、共青团中央、国家教委和司法部等5部门为此成立了组委会。全国人大常委会副委员长李锡铭以及李德生、康世恩等同志出任组委会名誉主任。
