大卫生观要求动员全社会力量,参与卫生事业建设。部队防疫应做到三个转变: 一、变单枪匹马的卫生防疫,为齐抓共管理全方位防疫。首先,要用大卫生观开发领导层,卫生部门牵头,有关部门配合,要建立军区、集团军、师、旅(团)四级防疫联网,培植营、连卫生防病小组,建全基层防疫网点。
The grand outlook on health calls for the mobilization of all social forces and participation in the construction of health undertakings. Troops epidemic prevention should be done three changes: First, a single gun health and epidemic prevention, in order to catch a total management of a full range of epidemic prevention.
