经过长达近10年的酝酿、起草、修改、论证,《事业单位人事管理条例》(以下简称《条例》)颁布,并于2014年7月1日起正式施行。这是我国第一部系统规范事业单位人事管理的行政法规,其出台具有重大意义。本刊在今年第9期邀请本刊编委、中国人事科学研究院研究员刘霞撰写《事业单位人事制度改革任重道远》一文,深入浅出地谈了《条例》对事业单位人事制度改革的影响。文章重点突出《条例》的亮点以及对事业单位人事管理方面的
After nearly 10 years of brewing, drafting, revising and proving, the “Regulations on Personnel Management of Public Institutions” (hereafter referred to as the “Regulations”) were promulgated and came into effect on July 1, 2014. This is the first administrative regulation in our country to regulate the personnel management of public institutions, and its promulgation is of great significance. In this issue of the 9th edition, we invited Editor-in-Chief of the editorial board and researcher Liu Xia of the Chinese Academy of Personnel Science to write a paper entitled “A long way to go for reforming the personnel system in public institutions”, which briefly explained the impact of the “Regulations” on the personnel system reform in public institutions.
